    A few concrete steps. Automated tools find some failures; most need a person.

    1. Measure text against its actual background with a contrast checker, including hover, focus and other states.
    2. Apply 7:1 to normal text and 4.5:1 to text at least 24px, or about 18.7px bold, skipping disabled controls and logos.
